Senior Manager (Finance and Procurement)

Reporting to the Chief Administrative Officer, the incumbent will assume the following responsibilities:
Key responsibilities
- Lead and manage the Finance and Procurement Division, overseeing accounting, finance, and procurement matters
- Develop and implement financial strategies, annual plans, and budgetary control measures
- Review with a view to enhancing financial management systems, policies, guidelines, and procedures
- Support the Committee’s work, including preparing and presenting financial reports and budgets
- Manage accounting systems, financial control, and review work processes for operational efficiency
- Oversee procurement of services and goods in accordance with approved policies and guidelines, and serve on Tender Assessment Panels
- Draw up and review the annual procurement plan to facilitate the timely delivery of the services/goods required
- Provide financial insights, support management decision-making processes, and collaborate with stakeholders by fostering good relationships
- Perform any other duties assigned by senior officers
Requirements
We are seeking a high-calibre candidate for the post of Senior Manager (Finance and Procurement) who possesses:
- A university degree in accounting, finance, business administration or related disciplines
- Qualified membership of HKICPA/ACCA or related professional qualifications
- At least 12 years of post-qualification experience in accounting and finance roles within sizable organisations or public bodies, with at least 5 years in a supervisory capacity
- Proven experience in financial management and procurement matters
- Good organisational, communication and interpersonal skills to collaborate with different stakeholders
- Good command of both written and spoken English and Chinese

Remuneration
Successful candidate will be offered attractive remuneration and be appointed on an initial two-year contract (subject to mutual agreement for contract renewal).
