The Hong Kong Genome Institute (“HKGI”) is a company limited by guarantee and wholly owned by the Hong Kong SAR Government. Established in 2020, HKGI is responsible for advancing the clinical application and long-term development of genomic medicine in Hong Kong and supporting the integration of genomics into the healthcare system. 

Since its full operations in 2021, HKGI has established a comprehensive genomic medicine infrastructure, including genomic laboratory, bioinformatics, genomic data analysis and genetic counselling capabilities, while expanding participation across multiple public hospitals. Through the Hong Kong Genome Project (“HKGP”), more than 65,000 participants have been recruited, creating one of the most significant emerging genomic resources for the Southern Chinese population and providing a strong, core foundation for clinical diagnosis, scientific research and innovation. 

As HKGI enters its next phase of development, building upon the foundations of HKGP, the Institute is dedicated to translating genomic data into meaningful clinical, research, and societal impact. By expanding its resources to maintain one of the most comprehensive Southern Chinese genomic datasets, HKGI is accelerating the integration of precision medicine into mainstream healthcare delivery.

To reinforce Hong Kong's position as a leading international health and medical innovation hub, HKGI is actively collaborating with public research institutions on impactful projects that foster innovation and create clear pathways for market applications. At the same time, the Institute is establishing strategic local and global partnerships to enhance its visibility, elevate its standing within the international genomics ecosystem, and drive the commercialisation of research findings. Complementing these efforts, HKGI is committed to developing and driving targeted education initiatives designed to build essential genomic literacy among both healthcare professionals and the public. Chief Technology and Innovation Officer

The Chief Technology and Innovation Officer (“CTIO”) leads HKGI’s scientific innovation and technology roadmap, scaling operations beyond baseline storage and foundational sequencing into new technologies for advanced bioinformatics, long-read sequencing, multi-omics, artificial intelligence (“AI”)/machine learning (“ML”)-driven analytics and clinical grade data infrastructure.  The CTIO will drive technology commercialisation, strengthening cybersecurity and data governance, and develop secure, compliant research-enabling data architectures that support regional and global collaboration while safeguarding data sovereignty

Key Responsibilities

• Drive scientific discovery, identify breakthrough technologies, and establish HKGI's long-term genomics innovation roadmap
• Advance next-generation sequencing innovations, long-read sequencing, and structural variant analysis to scale analytical pipelines and move HKGI beyond raw data processing
• Establish rigorous data governance policies and data management protocols for data integrity, quality and security and controlled data sharing, while overseeing IT operations, infrastructure and resources to meet HKGI’s organisational needs
• Lead and drive innovative initiatives including the application of AI in genomics
• Scale advanced bioinformatics and AI-driven analytics by implementing next-generation bioinformatics pipelines and integrating AI and ML models to unlock multi-omics insights, accelerate target identification for drug discovery, and support rare disease diagnostics
• Enable healthcare system integration by developing the technical bridge between HKGI and Hong Kong’s clinical ecosystem
• Implement cybersecurity measures and ensure compliance with data privacy laws and regulations, enabling secure and compliant regional research collaboration without compromising data sovereignty, allowing researchers to co-analyse genetic datasets securely and compliantly
• Contribute to building a synergistic research environment by collaborating with diverse stakeholders and fostering regional and global alliances
• Drive strategic integration across HKGI’s genomics and data streams, fostering a collaborative culture that guides bioinformaticians, data scientists and biostatisticians to partner seamlessly and strategically with scientific and clinical colleagues
• Manage and promote proactive and effective interactions with both internal and external organisations, developing effective communication channels with other departments and bodies on regulatory commitments and information sharing

Key Requirements

• A Master’s or Doctorate degree awarded by a university in Hong Kong or equivalent in technology, data analytics, bioinformatics, genomics or a related field
• At least 15 years of relevant work experience, of which 8 years are at senior management level overseeing technology, scientific operations and data governance in sizable organisations. Exposure in genomics, bioinformatics, digital health or related fields is a must
• Proven record of scientific innovation, demonstrated by peer-reviewed publications and deep domain knowledge in genomics, bioinformatics, digital health or related fields is a must
• Practical familiarity with long-read sequencing, structural variant analysis, AI and ML tools, and contemporary bioinformatics methodologies are preferred
• Agile tech leadership and strategic translation. Ability to lead and inspire a diverse technical team of software engineers, data scientists, DevOps specialists, and bioinformaticians
• Communication skills to translate complex technical blockers or opportunities into clear, strategic business insights for the CEO and Board
• Proven track record of introducing contemporary experience of bringing new methodologies in bioinformatics and data management to enhance operational efficiency and transparency in support of clinical operations and research projects
• An experienced leader of sizable multifunctional teams, with a good understanding of the needs of internal stakeholders, while driving operational change, in a dynamic environment
